What Is the Fitment Factor?

One number converts the entire government pay structure from old to new. Here is how it is built, why 2.57 was chosen last time, and what 2.86 or 3.00 would mean for you.

The definition

The fitment factor is the uniform multiplier a pay commission applies to every employee's existing basic pay to produce the new basic pay: new basic = old basic × fitment factor, then rounded into the nearest cell of the new pay matrix. One factor, all 18 levels, no exceptions.

Anatomy of the factor: DA merger + real increase

The factor has two components:

  1. DA neutralisation. On the changeover date the accumulated DA merges into basic pay. If DA is 60%, a factor of 1.60 merely keeps your Basic + DA unchanged.
  2. Real increase. Whatever the commission grants above neutralisation is the genuine raise.

The 7th CPC's arithmetic, from its own report: DA on 1 January 2016 was 125%, requiring 2.25 to neutralise; the commission granted a real rise of 14.29%, so 2.25 × 1.1429 ≈ 2.57 (7th CPC Report).

Apply the same anatomy to the 8th CPC with 60% DA expected on 1 January 2026:

This is why some economists call 2.86 ambitious: it implies a real raise far above the 7th CPC's 14.3%. It is also why comparing raw factors across commissions misleads — 2.57 absorbed 125 points of DA; the next factor only absorbs 60.

What is the fitment factor in simple words?

It is the single multiplier applied to your current basic pay to get your new basic pay when a pay commission takes effect. If the factor is 2.86 and your basic is ₹50,000, your new basic is ₹1,43,000.

Why was the 7th CPC factor 2.57?

On 1 January 2016 DA stood at 125%. Merging that DA alone required a factor of 2.25 (basic × 2.25 = basic + 125% DA). The commission then granted a real increase of about 14.3%, giving 2.25 × 1.143 ≈ 2.57.

What factor do unions demand for the 8th CPC?

The National Council (JCM) Staff Side has demanded a minimum of 2.86, arguing the minimum pay should rise from ₹18,000 to at least ₹51,480.

Does a bigger fitment factor mean a proportionally bigger raise?

Not proportionally, because part of the factor only replaces the DA you already receive. At 60% DA, a factor of 1.60 would mean zero real increase. Every point above 1.60 is real gain.

Is the fitment factor the same for all levels?

Yes — one uniform factor applies to every level, which is why it is politically so contested. The 6th CPC briefly had differential multiples, but uniformity has been the rule since.
